    For Policy 3, Taxation, I think that if you are C, tboth welfare are "Plus Zero" not "Multiplied by Zero". So the minumun tax that you can get is the combination of P3=C, P4=C, P5=C (1+0+0)

      The I agree with you on the final result. What I said is the starting point (the icon in the left side of policy 3) is the base point, and that healthcare and education multipliers are for the values of taxation on policy 4 and 5. As the rulebook says on page 31, the Welfare Tax multiplier modifiers are not taken into consideration at C, which I explained as multiplying by zero. I’m sorry if that didn’t come through clearly and you thought I was implying the base level would be zero. The base tax rate and welfare multipliers are taken separately and then added together (like you said). So the tax level will always be 1 when policy 3 is at C, regardless of where 4 and 5 sit.

    One important point that i forgot is that those tarrifs for the business deals are ONLY payed if you put those goods into your storage specifically. If everything you buy goes to the free trade zone - you pay no tarrifs for business deals

    Just an fyi you had the states buildings set up wrong...I believe.
    I believe they get placed in the rows of which they produce, it's not random. So all the health care buildings are lined up vertically below the health care storage, ect.

      Yes, I see that the rulebook does say to do that on page 8. Is there a practical reason that this is the case? I can only think of the aesthetic that they match up visually, otherwise location shouldn’t make a difference unless there is an order of operations somewhere. The rules are ambiguous whether you should do the same for the second and third row (even though there should be one of each type at setup), and in a 4 player game the state player chooses, so it doesn’t seem that the rulebook continues to push the continuity. Good note, either way, and I’ll look to set up the first row in that order in the future to make it match up better.

      Yes it's set up that way so there is 1 of each industry built everytime policy 1 changes that way the state doesn't end up only making 1 resource.

      Granted. I’m just wondering if the order at each level makes a difference when you have the correct businesses represented at each level. I’ll look through the various cards (Automa, player cards, etc.). and see if there is any action that would require looking at businesses from right to left or something like that. I can’t think of anything like that off the top of my head, because the Automa has prioritization based on other factors.

    How can the state benefit from policy 6 ?

      The tariffs are paid to the state, so the higher the tariff, the more beneficial it is for the state. A is the highest tariff. C is the lowest tariff.

      @@ClarkSoulfly Unless that player would prefer to pay high prices to paying the Capitalist and/or middle class. While it won’t always help the state to raise the tariffs, I have had situations come up where people preferred to pay it to slow down the capitalist. If there is no tariff, the state won’t collect the tariff either. You are right that in many situations policy 6 will end up being irrelevant for the State, but not always.
