They thought it would disperse it from the initial blast. Although waters would be dead for some time after since the shockwave would burst many fish intestines and spread radioactive nuclear waste in the atlantic, so if it so happens that conditions are perfect again another hurricane can form to carry mass amounts of radioactive waters to the land.
I feel like even if a nuke did disperse the hurricanes, that would mess with the wind currents and the next hurricane would be even deadlier and so on. Though I could be wrong. It's 3 AM here and I put 0 thought into this idea.

Weather systems work to transfer energy around the planet. Even if you are able to stop a hurricane, the energy remains and will likely contribute even more energy to the next hurricane. Like if you stopped it raining in one place, that rain would just fall some where else. It does not disappear.

When calculating the fallout of the tsar Bomba I doubt you took into account that this bomb is 97% fusion. And also the assumption that you have to match the power output of a hurricane for a full day. Like.. I used to be a nuclear planner, so think of it this way...a nuclear bomb is a large amount of potential energy in a very small space. a hurricane is a large amount of expanding energy in a very large space. So even if you were to detonate a nuclear bomb in the eye, or wherever, it only affects a small area. The hurricane has a very large area, and the nuclear bomb has a very small area. Also the hurricane is gathering energy from the environment, while the nuclear weapon has only the energy packed into it. So the hurricane proceeds along its path, accumulating energy, then gets a nuke in the middle. It shrugs it off and goes on. The nuke has expended all of its energy, while the hurricane is still picking up energy. When the hurricane reaches land then it starts to lose energy, and will eventually die out. No nukes needed. And the fallout from the nuke could be really disadvantageous. After the detonation the hurricane is carrying radiation, alfa, beta, and gamma particles which may have more bad effects than just the wind and rain of the hurricane. Considering that the weather planner cannot tell, with certainty, where exactly the hurricane will land, then there is even less certainty as to the fallout pattern of radioactivity. And it is raining, and windy, so the bad effects go down stream and down range to who knows? Bottom line: not a good idea. Sorry I kept you so long.

Lots of problems with this video:
1. You don't have to match the daily power of the hurricane. You just have to disrupt the wind patterns in the eye for a matter of minutes.
2. The fallout pattern would be nothing like you show. Winds go around the hurricane, not away from it.
3. The treaty allows up to ten nukes per project. In this case they'd all be detonated within the eye.
4. 238 huge hydrogen bombs going off at once might create a nuclear winter if you detonated them over especially flammable areas, but the ocean is definitely not that.
I'm not suggesting it's a good idea to test this notion, but at least get the facts right.
The US Virgin Islands was also severely damaged by both hurricanes Irma and Maria and are still recovering to this day. We're a few small islands but we're a part of the US too.

So build a machine that can harvest a fraction of its energy.. and have this occur maybe 1-3 times an entire year? Naw. Windmills are very inefficient, you'd gather less than 1% of the energy output of that hurricane in that short couple day period.
If it was a constant hurricane, then yea - you could literally build structures underneath that would generate a lot of energy throughout the year. But not for a couple days, not enough time, no way to store the energy, and we dont have good enough technology to take in a lot of its energy.

Junior Morales He suggested cold bombs which in theory would actually work under our current scientific beliefs however we aren’t 100% sure how everything would fall out like say it dosent detonate or it reacts weird and makes it powerful. But still a better idea then doing nothing a getting raped by every hurricane
