It's really tough to beat Spray and Pray. The splash damage the ammo causes is really effective clearing out groups of enemies. I haven't found anything that the gun doesn't kill.
I recently found the legendary Wastelander 10 mm pistol. It has the chance to blow off limbs. If it was fully automatic, I can imagine it would be shredding enemies. Great for close quarters combat

On my current playthrough I found an explosive pipe revolver, cal .38 - the most common ammo in game. With explosive perk maxed that thing is awesome. But the crippling effect is also nice. Found an institute rifle that had it. Normally these are rather useless but that one is sweet 😊.

Explosive shotgun is hands down THE most OP weapon in the game with correct perks. Hell, you can even "snipe" with it with the right attachments. Kneecappers are great. I just feel so bad for Deathclaws when you take 'em down with one, despite the fact that they deserve it, Feral Ghouls on the other hand . . .
It's why the Minute Men Artillery isn't that useful against lone enemies or ones that don't dig in and shoot back. I get that it is a balance thing, but balanced away from useful.
The theory was that it gives you time to get out of the area. But yes, enough time to run halfway across the Commonwealth is a bit much.
