M'aiq is a way for Bethesda developers to comment on the game (or address players concerns) without taking you out of it. I think he's been in every Elder Scrolls game since Morrowind. If you didn't know M'aiq was talking about the game, it just sounds like random silliness (which is ok, too.). He's basically a developer easter egg.
There's more to him. If you listen closely, he's predicted games too. In oblivion he goes on about having seen a dragon once and then finishes with " I'm sure you will see one soon too". In Skyrim he mentioned travelling with friends but treasure looting being an issue. 3 years later ESO comes out.
Tim Vader in oblivion i believe he was talking about Martin Septim when he referred to dragons. The travelling with friends issue concerns the many players wanting more than one companion following at a time. (This was noted in oblivion and skyrim)
Maiq found out he could'nt get high in *High Rock* so he went to a place where the *Summersets*, he sat around a campfire and ate his burnt *Black Marsh* mellow and went to sleep wanting to feel to *Morrowswind*. He found out all of this was irrelevant and decided to go *Elsweyr* :)

TijjerGamepark Well, the dragonlings aren't actual dragons, they just got the name because they look kind of like them. But I do think that M'aiq's comment in ESO was a nod to Skyrim (and maybe to Redguard, though Nafaalilargus wasn't really hiding, just keeping quiet).
M'aiq the howard: it just works!, fallout 3 will have 200 endings, Fallout 4 will have no loading screens, you can play forever, The settlements are optional, it works perfectly.

I first encountered him near a hill along with a man who was trying to find some ingredients for the Gourmet wizard. M'aiq's first words to me went something like "I wish you well, traveller," and then I saw his name. I actually thought he was gonna do something sinister or I was about to be ambushed so I ran away (I was on my way to Whiterun from a dungeon). Later on, I was like all the way out to the mountains near Riften trying to find my way through the damn trolls, wolves and Spriggans when I caught a glimpse of someone standing behind the trees. After I killed the monsters, I came to check, my blades ready for another fight and then... It was M'aiq. He was watching me. I don't know how he got there like, last I saw him he was all the way out near Rorikstead. Why was he there as the same time as me? And where is the man that was with him? I tried waiting for M'aiq to move but he just stood there. I talked to him and he just rambled about stuff he did. If I see M'aiq again, I will be really scared.
I only found him once in 5+ playthroughs, and the only time i found him i didnt care much because i didnt know he was such a god like creature :D I play with mods like immersive patrols, immersive creatures, etc, and some of them add random npc's encounters so i thought he was one of them, rip

The Thalmor (and, by extension, the Aldmeri Dominion) was the reason the White-Gold Concordat came into being. It was either that, or subject the people of the Empire to a long, bloody war. Perhaps if Ulfric had mustered his men to fight the Aldmer instead of playing the blame game on the Empire, things could have gone down a lot better for the people of Skyrim.
There's a woman called Ysolda in the Witherun market, she says why they are not wanted inside city walls, she kinda admires the khajiit race and she wishes to become a caravan trader like them, well I don't blame her.

I first encountered him near a hill along with a man who was trying to find some ingredients for the Gourmet wizard.
M'aiq's first words to me went something like "I wish you well, traveller," and then I saw his name. I actually thought he was gonna do something sinister or I was about to be ambushed so I ran away (I was on my way to Whiterun from a dungeon).
Later on, I was like all the way out to the mountains near Riften trying to find my way through the damn trolls, wolves and Spriggans when I caught a glimpse of someone standing behind the trees.
After I killed the monsters, I came to check, my blades ready for another fight and then...
It was M'aiq. He was watching me. I don't know how he got there like, last I saw him he was all the way out near Rorikstead. Why was he there as the same time as me? And where is the man that was with him?
I tried waiting for M'aiq to move but he just stood there. I talked to him and he just rambled about stuff he did. If I see M'aiq again, I will be really scared.
I only found him once in 5+ playthroughs, and the only time i found him i didnt care much because i didnt know he was such a god like creature :D
I play with mods like immersive patrols, immersive creatures, etc, and some of them add random npc's encounters so i thought he was one of them, rip

Perhaps if Ulfric had mustered his men to fight the Aldmer instead of playing the blame game on the Empire, things could have gone down a lot better for the people of Skyrim.
