Your instructions do not work. There is no ISO file download option for Fedora Workstation 40 on aarch64.

I suggest you use the latest ISO (I am using release 38) and then I just update. I then rely on Time Machine to back it up in case I need to restore a working install. I am going to send Fedora an email.
