Palace estimates are great but I find when they want a list of services and you make them put together packages, seems like none of the packages fit their needs if they want some from each package. Just make it an options estimate going forward? How would you deal with that?
You don't charge tax on labor what you doing is just a labor thing if you saw him some S8 or some soap or something like that you can charge tax on that in any state in the United States you don't tax labor

Depending on the state you may have to charge sales tax for cleaning services and some states you do not. Some states consider this a janitorial field and some don't. Have to do research in each state.
If you are required to charge sales tax, never eat that cost. It's for the customer to pay. So when doing your quotes and your state requires sales tax, then you have the tax listed on the quote as well. Also depending on the state, you can have your sales tax combined with your price (one total price)or you may be required to have them separate (subtotal + tax = total price) check with your state, you can even call them and they will help you out.
First off you don’t charge sales tax, you collect and remit it to your state. As others have said cleaning services may be taxable in your state. Here in PA cleaning indoors or outdoors is a taxable service.
