Yeah, the is the best beat em up on SNES. And, just an observation, but it's one of the very few beat em ups on SNES that actually manages to push 2 players plus more than 3 enemies on screen at once. Most only manage 3 enemies, but I can see 4 here plenty of times, and at one point I even saw 4 small droid enemies at the same time as 4 human enemies, plus the 2 players, which actually pretty mind boggling to see in a SNES beat em up (35:14). Very impressive.
Yes man, this game really shows the snes power, take a look at this scene in 11:49 you can see 2 turtles (the players), 5 robot dogs and 3 human enemies, 8 sprites on screen with no slowdown or flickering thats insane.
I always felt that TMNT IV really upped what the arcade version had, even with the more limited software of the SNES, and still adding more to it, even with replacing Cement Man with Slash, as well as putting Rocksteady and Bebop in Skull & Crossbones while moving Tokka and Rahzar to the console exclusive Technodrome.

Hey, to answer your question, with the exception of Purple, each color Foot Solider has an unique attack or ability. Purple ones are normal baddies throughout the game. Blue ones carry physical weapon and jumped at you after kneeling. In the beginning, they only had a sword. Axe-weilding and some kind of broken sais-wielding ones came later in the game. White ones wielded Nunchucks and are the quickest attackers. Orange ones jump up and throw Kunais or, later on in the game, swing a chain at you. Pink ones block normal attacks, which must be hit by a dash attack. Yellow ones either threw bombs or shell boomerangs at you. Bomb Foot Soldiers retreat back. Green ones appear, shoots an arrow at you, then retreats back. Hopefully, this cleared it up for you. :)
