The actual reason why Innocent Sin wasn't initially localised was because the localisation team didn't have enough resources, manpower and time to do so. The reason why Hitler and the Nazi's were censored in the PSP version was because 3 years after the release of Innocent Sin japan ended up getting a strict ratings board which banned the use of any real historical figures in games, ESRB and PEGI don't enforce this dumb ban.
@rshadowkirby Actually the most likely reason it wasn't localized outside the US would be that it costs money to port it to PAL regions since they have to fix the resolution and refresh rate, which takes some work, then print and distribute PAL copies. There probably wasn't a publisher willing to take that risk.
The prototype of Innocent Sin Boss theme sounds much more P1-ish which you can listen to by downloading P2IS PSF package (PSF can be played by Foobar 2000 with the PSF plugin), but I like the finalized version more.
@wolfir persona 2 innocent sin aka the one NOT released in america DID have hitler in it, if you played the translation patch you would know. that being said its still a stupid ass reason not to localise a game
