It's Shadow teching with Wild West. They are effectively age 5 units. They aren't population efficient and if your opponent kills them you give up double xp then normal so they aren't normally worth it but dropping them at that point in the game? Yeah. It is. As Lionheart says though, you'd have to find a way to defend yourself under normal circumstances. It's not something you could pull off every game, but against someone who thinks they can outboom you or something? Yeah. That'll work. Doesn't matter if your opponent has twice your economy or whatever if your units are three times more cost efficient.
@@Peachrocks5 cowboys still work in age2 against germany when they come with uhlans (and doppels). Pop is a challenge but advanced salloons have your loons support 20 pop each.
@@Peachrocks5 dance halls drops them to 3 pop which is appropriate for how strong they are, so they're only really bad mid game when you don't have access to pop reduction, but early on with advanced saloons and late game they're pretty viable in my book.
You just need the first tech (wild west) to let your Outlaws on Imperial Stats. Getting the second upgrade gives You 10% more hp anda attack, but they are imperial without that tech

@@matthiasbaumgaertner6242 the contractor type of age ups dont buff outlaws actually. only the upgrades in buildings or hc cards that directly and explicitly say so do outlaws mostly benefit from the folk heroes upgrade and the pop reduction card

yup their special attack got nerfed, dmg and range reduced. still a nice age 2 goon unit

This is why Treaty now has a 15 minute mode. 20 minutes is way too easy to both reach imperial and build a bunch of units/research a bunch of techs.
