How to Activate and Use ICOM 2730A Cross Band Repeat

The Icom 2730A is a solid radio. Many of the folks, including the people over at Natural State Overland (they supplied this radio for review) want to be able to use the radio as a cross band repeater. Icom installed this feature, but for some reason did not activate it. Here are the instructions on how to activate it and use it.
