I would say that maybe Jeff George had the best passing mechanics ever. Quick release and really strong arm, with a tight spiral and great accuracy. Even if you hate Jeff you have to love that throwing motion.
Tua is really underrated. I believe his Load-to-Release (LTR) is about 3.1, quickest ever actually. His arm strength is pretty average or even lower as I think he was clocked at mid-50s - Josh Allen is 62+ - so Tua maxes out at 55 to 60 yards. But if Tua had a strong arm he would go down as one of the best ever. I suppose Tua has three weaknesses: arm strength, durability and height. Two of three he probably can’t improve.
