Technically yes, but you will either need a USB hub or a USB C to USB C cable, but you would have to check if the pen display comes with one in the box or if you have to buy it separately (not just any USB-C to USB-C cable will work and you have to check the compatibility with the Steam OS/Linux)
Getting mine sometime tomorrow but I don't have a Steam Deck so I cannot assure you it will work out of the box. What I can say is historically Huion's drivers are somewhat divisive on Linux (which I use, and if it works on Linux it will 99.5% work on Deck, as Deck by default uses Linux) but in the worst case scenario the Wacom drivers typically pick up Huion devices but require config tweaking to expose them and may have reduced functionality. like the dial button switching, that might not work as intended w/o Huion's driver, but I won't know until mine arrives. If you do intend to use it on a Steam Deck you'll need bare minimum a dock, because you need to use either the 3-1 or a C-to-C data cable, and I'd say the former is more guaranteed to work but requires extra ports (USB-A and HDMI) and also it'd be a pain to look the Deck screen flat on a table. You may also optionally choose to mirror the Deck's display (the tablet is basically a monitor) to cut down on processing through the KDE's monitor settings.
It works just like any monitor. But yes, you will need to buy a Type-C to C cable that supports display output, or a hub/Dongle that provides HDMI and 2 Type-A ports to use the 3-in-1 cable.
