I think 35% is a bit low for reacting while texting.
In 2005, while working for a white goods delivery company, one of my workmates was out with a jafa. (Just another frigging agency).
The jafa was driving while my mate handled the paperwork and called customers.
The jafa was doing 60 down a country lane in the 7½ ton lorry. The lorry was an 03 and could do 62mph.
    The jafa was texting.
The night before, there had been a storm and in their path, a tree was half across the road on their side. You had to go around it.
The texting jafa hit it and the impact tore off the bumper and headlight, the footstep and the nearside guard rail. It also threw the, almost, fully loaded lorry across the road, where it bounced off an embankment and landed back on the road. The jafa looked up from texting and exclaimed, "UHH, WHAT WAS THAT?"
Thankfully, there weren't any other vehicles on the road.
This all happened in Kent and Kent Police did exactly what was expected. NOTHING!
Even though my mate gave a statement and told them he was texting while crashing, the jafa didn't even get a fine.
The strangest thing is that the jafa drove his own car like he would a hearse.

For those who claim hands free is fine, did they set up a hands free when taking their test? No, they damn well knew not to have an active mobile phone on them as they would have failed due to concentration being divided. The first thing impressed upon us when learning to drive is concentration, and anticipation, all which are interfered with when the mind concentrates upon a mobile phone.

What about drivers who insist on turning their heads to look at the passenger they are talking to? How can you possibly drive safely looking down your front seat passenger's ear? You just have to follow a car with two women in the front to witness this strange phenomenon. They say women can multi-task. I agree - they can do multiple things badly at the same time. Surely , not concentrating on the road ahead constitutes" driving without due care and attention"? Driving down a busy road is most certainly not the time to be discussing the ironing or how you are going to tackle doing the dishes that evening.
