Wouldn't the Phoenix die immediately to AA Barrage he had on the Forts? The counter was definitely there I feel if it presented an imminent threat, rather than an annoyance. I guess he never teched it, because it was just the one Phoenix without an item, so it made no economic sense and AA Barrage against the Wraith is useless. Hindsight being 20/20 as the opponent I might have gone for the lvl 3 Farseer drop to counter a likely Wraith. Put EM on it for cheap, slow that thing down for days if it doesn't outright kill it.

Yes, thats why its good. One high level anything does a lot of work. Once the enemy invests into a counter you just sell it
