10:40 sucking insects on your plants is if your foliage is really fragile. Insects cannot infest whole plants if that plant isn't weak in the first place. They don't make the plant weak. It's already weak which means they can digest it easily. So you need to figure out the issue. A common problem with british gardeners, is using poor soil plants like many salvias, and overfeeding it with manure or compost or fertilizer. Or using salvias from dry climates in wet areas of the UK. As a general rule, most perennials hate fertilizer. Excess feeding or water will make large leaves with weak membranes that insects can pierce easily. A classic problem for veggies, is aphids on peppers with too much fertilizer. Same things on roses. But sometimes the issue is more hard to pinpoint : it can be a pH issue (but salvias tolerate most pH), a light issue etc... It's a detective game. See the insects as a clue. Often it means you have to change your gardening methods, or your plant choice.
