EVAPO-RUST Rust removal over paint?

In the mission to perverse this all original Volkswagen Beetle, I wanted to refurbish the original painted wheels. I've used Evapo-rust on bare steel and it has worked well, but never used it over a painted surface before. These wheels had horrible surface rust and were very stained from it. Watch the video to see the transformation!
You can get EVAPO-RUST at Harbor Freight or O'Reily's. I'm sure other places carry it as well. At Harbor Freight I spent $29.99 plus tax.
