    So much great info! I'm not in the roofing business but the things presented here was extremely helpful! I'm very new to the small biz owner world, and just doing my research, regarding gov't contracts. Did I hear you say that there was another webinar with Chip in it? If so, I'd love a link!     Can you do a video about FAR 52.214-9 I believe, basically the subcontracting rules? I'm interested in roofing but would like to gain past performance by hiring subcontractors to carry out the project and I'd manage it; however, with the gray areas, I'm trying to avoid "pass-through schemes". Please give make content regarding the subcontracting rules and roofing. Thank you!

      I just saw that we missed your comment. FAR 52.214-9 is pretty typical for any bid. However, I don't think you need to be concerned about pass-through schemes. If you're the primary on the contract, as long as your subs have the certification or license with the manufacture of the specified product, you're fine. You're set as long as the sub with the certification does the installation for you. A pass-through scheme would be if you were to submit your subs certification and not use the sub to do the work, but instead use your own employees knowing your company doesn't have the certifications to do the job.     Actually, you CAN get no bid contracts on city/state level. In the Federal Acquisition Regulations, solicitations under 750k for federal, 150k for state, & 25k for city go for no bids. Though it varies!
