Which is gonna be really hard considering even on historical, Quisling starts a civil war and takes over Norway then becomes a puppet rather than the Germans invading and setting up their own kommisariat. Paradox wtf. Oh also historical Denmark in exile. Which is also impossible because even on historical you become a puppet rather than being occupied. Which is stupid.
