Being local really helps. You have family and some most likely inherited land. Other than that, with the minimum wage at $9.25 it’s a struggle. Some have two jobs, or two families living in a single house, so you can imagine how full it gets.

They do have some good paying jobs, but those are mostly taken through nepotism or family connections, or what we call the “Parr/Friend system”. But If you are a skilled worker with experience, you won’t have any problems finding work that pays decent. Minimum wage here is $9.25, plenty of those job’s around though.

I came to a similar conclusion in my “Homeless In Paradise 3” video. Difference is, I was specifically speaking about the homeless. In general though, I’d guesstimate around 30-40% of the island is addicted to hard drugs. If it were 90%, believe me, more than half the island would be homeless and jobless. There would also be a huge shortage In government employment, due to random drug testings. But there is definitely a big drug problem on island. Thanks for your comment.

Not 90% of the people on island.. which is true, instead of Guam allowing a permit to panhandle, they should build a shelter for these homeless and just have people donate canned goods and rice etc, like how we do when they have canned food drives at schools for Africa or something like that.

@@Rcic830 I agree. It will keep them safe, off the street, remove sore sights, and instead of money (which could be used and abused for other things) they actually get fed food. Addicts will still roam the streets doing what they do, but at least we can separate them from the real homeless.

The police is looking for him. Law enforcement was told to arrest him when they see him. I’m not sure about the details, but it has something to do with stealing electricity from a park or private land. Probably through an extension cord. If I see him I’ll get the details.

Hello Linda. I believe it’s permission, incase the police tries to stop you. When it comes to the homeless, I don’t collect a penny. 100% of the profits go to them, it’s my way of showing them how to earn money. I always offer to help them start their YT channel, it’s much better than panhandling. Always good hearing from you, take care in Texas.

The law does not state that a permit is needed but that anyone who is going to be engaging in panhandling notify the Chief of police within 24 hours and cannot be done after dark. There are other laws to follow but to my understanding having a physical permit is nowhere articulated in the Guam code annotated - 16 GCA Chapter 13 Article 8
