Rubén completed a bachelor's degree in civil engineering, atmospheric sciences, and meteorology at the University of Puerto Rico Mayagüez Campus, as well as a master's degree in environmental engineering and water resources.

Tropical Depression #7 (future Tropical Storm Gordon), Invest 92L, and Invest 94L.
Invest 93L was classified as Tropical Depression #7 of the hurricane season near the Cape Verde Islands. It is forecast to strengthen into Tropical Storm Gordon and remain on a path over the open waters of the Atlantic.
On the other hand, two low-pressure systems east of the Caribbean have a low probability of development over the next 24 hours. They are forecast to weaken significantly before reaching the Caribbean. Their effects on the Lesser Antilles and Puerto Rico will be limited to showers over the weekend.
