Unpopular opinion: Rick was evil when he attacked the Saviors outpost. Negan had a point when he said that you killed my people and when I sent more of my people, you killed more of my people... not cool. Negan was kinda righthin those statements.

I wonder if defining evil in the beginning would set the table about what traits are used to judge. Simon, for example, never really struck me as being as evil as The Governor. Killing the trash people group is bad; maybe his humor disarmed me...

Its definitely the guy who tried to blape carl. In the mainline anyway. Everyone in the last half of ftwd might has them beat though. Cept morgan, whos the only one that only takes kids who are volunteered to him.

I still remember hiding in my parents bedroom sneakily watching season 1 while my mom watched it. She probably knew the whole time, but allowed it even though my parents used to be very strict about that type of stuff. After a couple episodes though, she invited me in to watch it with her. That began a years long tradition. We would watch every episode right when it came out together. My dad and brother sometimes joined us, but she and I never missed an episode no matter what. It literally got to a point, and I’ll use this episode as a reference, but like when Merle died we were watching the episode, and about 15 minutes in at the same time we were both like “uh oh he’s dying this episode. He’s getting too much screen time” and sure enough he died. I also ended up reading the comics after season 3 and she ended up buying me every issue at the time. And to this day I’ve probably read the comics over like 10-15 times all the way through. I remember getting excited for plot points I knew were coming and seeing how they played out in the show then I’d explain how it happened in the comics to my mom. She was very surprised at some of the differences. All of this to say when the walking dead was at its peak that was my favorite thing in the entire planet. I begged my mom for a katana for years and she never gave in lol. But we had an amazing time watching that show for like 8 years and that started my love for any and all things zombie media related. Miss her so much she facilitated a lot of my hobbies and interests that made me who I am today. Thanks for this. Reminded me of when this show was the best on tv and the good times there was.

not only is the Governor evil as fuck but he's also extremely dangerous due to being insane, a sociopath, very charismatic, a sadist, and highly intelligent. i'd actually say the governor has the potential to be the most dangerous character in the entire show, if you think about it. I will say that the governor does have redeemable traits and does have the ability to care for other. but he is very weak minded and isn't able to keep him bad qualities at bay. many people don't realize how insane the guy really is. Although Dan, Simon, Joe, and Gareth might technically be more evil due to being mindlessly evil and simplistic characters without any hint of a good quality (Gareth - the cannibal - doesnt really care that his mom and brother died, Joe was in the show for too little of a time for us to really know if he has any good qualities. all we've seen of him are is bad qualities, and Dan is just a straightup pedo without anything else to his character), they aren't capable of the damage someone like The Governor could do. Gareth is extremely evil. I'm surprise you didn't put him on the list. I'd wager he's much worse than Owen. Owen is kind of stupid and ineffective compared to someone like Gareth, who's a charismatic and smart. Gareth was only slightly annoyed about his brother dying and his mother getting shot by Carol to the point where it was a bit unrealistic. It's heavily implied that Gareth is a psychopath, which does make the guy a much more logical man than The Governor. The thing is that, although the Governor may be more insane and illogical at times, he's still far more charismatic, stronger, more able-bodied, and more intelligent than Gareth. Even characters like Rick and Glenn are more intelligent than Gareth. Gareth just seems smarter than he really is because he's a psycho, logical, and charismatic. Gareth is also a bit cocky. Simon is funny, violent, cruel, and evil as fuck. and although he is also a smart guy, maybe even smarter than Gareth, he's too much of an emotional thinker. The Governor could also act rashly and make emotionally driven decisions. but he does so in a much more abrupt, vicious manner, making him unpredictable. Simon on the other hand, takes too long to act, long enough for someone like Dwight to turn his back on Simon and rat him out to Negan. Simon also really isn't a sociopath or a psychopath. he's just a sadist and a bully. kinda like Negan in the earlier seasons. Joe is actually a bit similar to Negan. Both are sadistic, violent, and cruel, and they operate under a set of rules. I think Joe is sort of what Negan might've been before he came across Sanctuary and was just a ruthless leader of a group of ruffians. However, Joe is still more evil than Negan due to allowing a pedo r*pist (censoring the word just in case YT deletes my comment) in his group. Something tells me that he and his whole group have participated in such acts. Aside from Joe being a smart, charismatic, sometimes polite, and level-minded man, he's still not as dangerous and bad as the Governor. The Governor is the kind of guy to usurp the position of a man like Joe from his team. We also never really see much else of Joe's character since his time on the show, although memorable, was rather short. As for Dan, aside from being a pedo, he's basically a non-character. There's nothing to him aside from being a sadistic pedo r*pist. but that's honestly two things that are worse than being a mass murderer, serial killer, or even a cannibal. But although he has almost no lines of dialogue, you can just look at Dan and surmise that he's likely stupid and isn't capable of much else. He's dangerous to someone like a 5'3" 13yo Carl (depending on the circumstance). But to anyone else, Dan is a scrub. He's one of the least dangerous characters in the entire show. so even though The Governor may have more redeeming qualities that many of the most evil characters, his intelligence, physical capabilities, charisma, manipulative abilities, formidability, and his insanity make him the most dangerous character in the entire show, aside from maybe Rick Grimes at the end of season 4 and throughout season 5.

I am not familiar with a few of these. I watched The Walking Dead years ago. I have rewatched content several times over. Though, I only get so far in the series. I am currently on season 6 which has taken a few months to get there watching from episode 1, season 1 in order.

Governor pissed me off so much, cuz he was pure evil, not even any sympathy for him. But the biggest most evil threat in my opinion was Wayne Dunlap and garjulio.

I think Joe, Martin (Terminus), Officer Gormon, Rapey Davey, Jared, Pope, Lance, Toby and the Warden are worthy contenders.

I'll surely get hate for this, but the walking section between the prison and terminus with the group split up was one of my least favorite sections of the show. There were some great moments of character building, and The Grove was a masterpiece. But it felt like slow-paced, glorified bottle episodes. I would have much rather seen a couple of those episodes condensed, and allowed for more time in Terminus. Currently on a rewatch, maybe I'll feel differently this time.

People forget that if Merle gave Michonne to the Governor, *he could've given her the comic accurate treatment. Bro was messed up when preparing the torture room.* 🤢

One thing that annoys me when listening to villain ranking discussions for the Walking Dead is that so many people confuse scale with severity. These debates always boil down to Negan vs the Governor, and while I agree with these two finalists, most people don’t give each character equal metrics. Negan, for example, was first seen much later into the apocalypse and had accrued far more manpower than the Governor, who was first seen only one year after the world fell. In a straight up fight Negan would absolutely win due to the sheer manpower that he obtained by season 6/7. While he did also manage to subdue multiple communities, he was never as unquestionably EVIL as the Governor was, and that’s what most people don’t take into account. Negan has more manpower, but the Governor was the darkest and most unpredictable villain in the show and its spin-offs. He had, in all likelihood, personally killed more people than Negan did even though Negan had more time to do it due to the Governor’s raids and scavenging tactics. The Governor also had a far greater impact on the show’s progression as he was the catalyst for the group going north in the first place. I firmly believe that if any one character had to be too far gone to come back that it would be the Governor.

Although the reapers weren't written very well imo, they were the only group that killed on sight and actively hunted people (Maggie & co from meridian) down. The whisperers had a 'somewhat reasonable rule' which was that you do not cross into their territory, although the pike deaths as punishment were very drastic. If the writing of this group wasn't so subpar I would add them to this list. On top of the criteria that you judged these characters on, I would say that the degree to which they could be reasoned with is also an important one. Same for garreth at terminus. Although you could say that he had a painful past, there was absolutely no reasoning with them and it was a certainty that the main group would be eaten by them if it weren't for Carol.

I think Governor was psycho before the apocalypse. Just didn't show it. And Joe was definitely on Governor level but even worse because he cooperates with guys like Den. But Joe was great villain and so underrated.

Why do a lot of people seems to skip over the scene of Morgan and Rick betraying the Saviors in the bar scene in 8x14? That was a pivotal moment for Rick. To look at how low he’s become.

Thanks for ruining FTWD Scott, it started with Nick, and it should've ended with Nick. Complete BS story, all those arcs, for what, a simple bullet in the chest that built out of no where. For me Nick was the main character of FTWD, now they just said its Morgan's now. What a disaster of the show.
