It's the same thing they have done with Rachel Zagler where prior to the election she said that Snow White is t going to be the total damsel in distress like in the original and Chuds hated her for it and after the Election she said that she hopes that Trump and his supporters won't find peace in what they do, something that she then apologized for yet Chuds still go after her, but will praise the likes of Hulk Hogan and Gina Carano even if they said worse stuff, but since they align with the Conservative side the Chuds won't go after them.

Captain america (whoever has the shield) is someone who upholds the ideals of the country more than the government and represents the best of the people , the recent what if episode with red guardian is a great example of that , where he is disillusioned by his countries corruption but genuinely wants to help other people .If we go to DC we have superman who represents the American dream and lex luthor who is the American reality . All that implies America has a problem and needs to be better so the way he said it was just saying captain america should be an ideal anyone can look up to (I'm Canadian )
