Given that Roman is such a massive prick to these people that clearly don't like him, I'm further confused by why Khaki and the others would willingly suffer him and his inability to not antagonise people who could really ruin his day if they so felt like it. If cash is the primary motivation, they could simply report Torchwick and claim the bounty AND do any future thefts on their own without needing to split with Torchwick. Not sure what Torchwick himself brings to the table; he can't exactly find buyers and transport Dust to them in his current condition. Also, how DID Neo ferry nine crates of Dust on her own without anyone noticing? She can turn things invisible but it's not like she could've carried all of them on her own in a timely fashion.

I like that RWBY and CRDL work logically towards finding Torchwick. I'm just not sure the logic holds up to scrutiny. Specifically, how they arrive at their conclusions. I can understand that they're operating under the assumption that he's ready to cause another disaster like the Breach; I'm assuming they don't know that Torchwick was taking orders from Cinder, nor that such a move was quite outside his usual MO. Even so, why would they assume he's in a fortified position? He was already a notorious figure before the Breach and he was always willing to stroll through crowds in busy streets on his way to a heist. If anything, it'd be safer to assume he's hiding in a town area with more immediate access to food, water, shelter, and storage room for anything he's stolen. If he's persuaded others to steal goods, how did he get in contact with them if he's not near a residential area where it's unsafe for him to show his face? Why would they bother working with him for a cut when they're doing all the labour and could probably deal with buyers more safely than with a very reportable and notorious bounty figure? I'm not sure what Roman himself adds to the operations except by being a middle manager who can't even show his face to inspect the marks himself and advise how to actually perform the heists.
