In this enol , the double bond is formed in the right . Can the double bond be formed at the left of the OH ?

In this example, yes the double bond could form on either side (because of symmetry). If you had an asymmetric example (like doing this with 2-butone), then you would make the "more substituted" double bond aka the double bond where the carbons in the double bond are attached to the most carbons.
