They are speaking English because they are American, they've captured the U-boat. That's why a few of the crew are translating the equipment descriptions for the rest. Both U-boats can still find each other with active sonar, being immobile and silent is pointless. Submarine crews of most nations, including Germany and the USA, did train to fight other submarines, even if it almost never happened IRL in WW2. This is more because they never met, not because they can't fight each other. Magnetic detonators on dumb-fire torpedoes give a good chance of killing another submarine, especially since they maneuver so slowly, or so the doctrine went. The enemy U-boat is not going to let a captured U-boat get away if it can help it.
