One thing you didn't note about heat cycles is a common misconception of how they work IRL. Heat doesn't cause animals to be extra horny, it turns on their libido in the first place. Then, the Cold War ends, and a lot of cat-people units get dissolved and discharged during post-cold-war downsizing, now having to integrate into an unprepared society. The harsh laws upon them may have been a knee-jerk response by various nations to having to deal with a species unfamiliar with human civilian customs, with said cat-people only knowing a military life where you did what people told you to do and little outside that.

My headcanon based upon this is that the development of cat-people involved parallel opposing projects by the United States and Soviet Union to try to make a more perfect soldier. You should read "Franken Fran Frantic" manga. It have a few chapters featured a genetically engeneered catgirl. I'm pretty sure those sharp teeth are the Canines, not the incisors. Incisors are in the very centre and are usually flat, while Canines are on either side, and are sharper. Real cats have Sharp canine teeth too, since they're Obligate carnivores, and use those sharp teeth to grip and pull apart meat. Humans have Canines too but they're much more uniform with the rest of our teeth, and thus aren't immediately visible like other mammals' canines.

When watching this, I formulated an idea. What if the engineering of catgirls was done to address a labor shortage by creating new bodies to do labor. The fact that they're not human would allow governments to pass laws against them without any concerns for human rights. Their shorter life spans allow businesses to raise them specifically for doing a job they want done, and if the demand for that job dies off in the next 20-ish years, a business wouldn't need to raise a new catgirl. The fact that they have to be specifically taught how to speak suggest that they are not very good at understanding things without guidance from humans, so any form of resistance from a catgirl who has been born and raised for a specific task should never be able to conceive the idea of their own rights, making them ripe for exploitation by their owners. My headcanon on them is that they were developed as some American Cold War Super-Soldier project, with units getting deployed to Japan (and Europe) to make sure that the best Western units were as close to a possible Soviet front as possible if WWIII were to break out. Then, the Cold War ends, and a lot of cat-people units get dissolved and discharged during post-cold-war downsizing, now having to integrate into an unprepared society.
The harsh laws upon them may have been a knee-jerk response by various nations to having to deal with a species unfamiliar with human civilian customs, with said cat-people only knowing a military life where you did what people told you to do and little outside that.
It may also explain the idea of taking a gigantic evolutionary U-Turn, as human experimentation would either need heavy approval beforehand or would be unallowed, so they just bashed _sampled_ human DNA into a cat genome until they could fit a BDU on it and hand it an M16. One would expect to design them to need as little specialized equipment as possible.

I have a hypothesis that catgirls were gentically tampered into existence to serve as disposable soldiers. Given no permanent form, the ability to create anything using the literal light of stars as fuel, the ability to go anywhere, all of this has become meaningless to a Humanity that has such a high level of understanding that they might as well be Gods in comparison to current humanity. This created a yearning within humanity to see the past, though they couldn't directly interfere, they could create simulations of what they were like. And many humans would create fake realities of their differing time period-where they were king, but completely immune to the time periods technology. In this time humans have become completely solitary-a race that is so powerful that none could ever hope of understanding their very existence. But they are solitary, their numbers never increasing. Cat Girls are simply representations of what they think their former pasts were like-never understanding the ideas of pets, and having long since lost any semblance of what "Modern" humanity was like-After all, they've never seen civilian pets, and they don't require subsistence from meats, being able to create any dish they would wish via their super powered technology.

I would assume anywhere from early 50s to late 70s for when something like this could've taken place in this society's alternate history. My headcanon based upon this is that the development of cat-people involved parallel opposing projects by the United States and Soviet Union to try to make a more perfect soldier. Cat breeders who value breed health generally breed cats from about eight months old two years old on average, for reference for a sense of when cats are generally doing that sort of stuff in a controlled setting with their health and the kittens' in mind. Cats are fairly instinct driven, even in Nekopara, so it's not exactly equal to a human time scale, but it's not something that should be acceptable.

I know the creator of Nekopara said to not think too hard about it, but I just can't stop myself from thinking about how realistically this setting would get very very dark really fast. A lot of people already treat regular cats like crap despite laws against it, making them cute girls/boys would only make things worse considering how horribly humans already treat each other.

The way they have limited rights and are not allowed to go out without a bell also reminded me of similar irl current day situations. In some countries, like Yemen for example, women are still treated like property and aren't even allowed to leave their house without their husband. When watching this, I formulated an idea. What if the engineering of catgirls was done to address a labor shortage by creating new bodies to do labor. The fact that they're not human would allow governments to pass laws against them without any concerns for human rights. Their shorter life spans allow businesses to raise them specifically for doing a job they want done, and if the demand for that job dies off in the next 20-ish years, a business wouldn't need to raise a new catgirl. The fact that they have to be specifically taught how to speak suggest that they are not very good at understanding things without guidance from humans, so any form of resistance from a catgirl who has been born and raised for a specific task should never be able to conceive the idea of their own rights, making them ripe for exploitation by their owners.
The bell tests are also something of interest. The test has them go against what they know in order to integrate closer to humans and disassociate themselves from average catgirls. By giving out bells, any catgirl who could potentially speak out against the system has something to lose in doing such (their expanded rights). This would disincentivise any action that could be perceived as threatening the status quo on catgirl rights.
The last thing of note is the countries the game takes place in. Japan is a largely ethnically homogenous country, but the aging of the population in the country has had in recent years has threatened its homogeneity, with jobs needing workers to fill the older populations retiring being filled by foreign workers. Catgirls would be a cheaper alternative that also appeals to a "conservative" mindset that would view foreign workers as pests. The other country the game touches on is France, which also has an aging problem, albeit less severe. Another one of France's problems is its generous pension programs that are currently struggling to be met. The cheap labor provided by catgirls would allow more money to be funneled to these programs to supply the older population with the money they need. Considering this, there is a possibility that catgirls do have more rights in some countries that have a younger population or scars from slavery.
