If your using a employment agency, what are the procedures?

Well, I should assume that when you apply, you will pay them to seek the job for you or hold your space for a specific season, depending on the agency. Once they connect you with an employer and you've done your interview, and the employer decides to take you, then you'll go through the visa process.

Most employers I found on list A are "accepted-pending recruitment" any idea what it means? i called an employer and it says this on their status but they say they haven't heard from USCIS and still are not sure where they stand.

It's a lengthy process, and some of the employers are new to the game and don't understand the procedure.
