Emperors are expected to be campaigning and to be there at battles to inspire the troops. But Nero had never done this. The Roman people hunted him, and the senate branded him traitor. I like umu and consider her to be a different character entirely. But Nero was never a good Augustus.

Similarly he ordered hundreds of catholic practicioners to die because of evidence that presented them as the ones responsible for the Fire of Rome. But overall he was a popular and narcissistic emperor who the nobles hated and eventually assassinated, spreading rumors of her many "sins" to the populace and staining her historical image. Basically, Fate's version of Nero is very similar to the tamer Nero that some historians propose, since there are actually different versions of the events surrounding Nero's reigning years. So why would the execution of a minority, accused of crimes, make the Emperor lose popularity with the average citizen?
