While I am not associated with the PLA, I come from a family of military lineage, thus I'd like to say that I am quite up-to-date with how the PLA functions. There is no conscription system in China. You either volunteer if there's space, or you bribe the officials to get into the military (trust me, there is a lot of people willing to commit bribery to volunteer). That's the system in China. They aren't at all how you described them as "forcibly conscripted."
