If a card doesn’t say it partners with a specific card you can have it partnered with another card with the same partner keyword as long as it also doesn’t specify that it doesn’t have to be a specific card. The search for its partner wording will work on Merry and Pippin if they are in the 99. (And Frodo and Sam if they are in the 99). This is one of the reasons partner decks are so strong and Thrasios, Triton Hero and Tymna are tier zero cedh decks. Each partner in the command zone gets it own individual commander tax and commander damage.
