Probably something that might make it better is to take some examples from Insomniac's Marvel's Spider-Man. They used visual and sound effects to make finishers seem cooler and more deadly. They also got great camera angles to watch Spider-Man beat the crap out of enemies.
Most of them could have been easily be replicated by normal attacks and some look like something for stealth The only one that looks good is the one where he spins the guy around

All the brute takedowns are special takedowns that have their own animation but the ones against regular enemies are limited to have up to 8 active at the same time. They would happen at random.

Yeah insomnic did a good job. Another thing that could make it better is if the takedowns were free
