Good question, I hope a native speaker comes along to confirm. As far as I understand, you need to use で when talking about an activity that will happen at a certain place, while に only specifies the location -- there's no idea of something happening there. That might be too simple though, and I'm sure there are exceptions or things English speakers think of as activities (like 住む) that 日本人 don't.

They are not interchangeable, so で cannot be "replaced" with に, you always have to choose the correct one. Many beginners hesitate with using で, so a good approach is "am I 100% sure that it has to be に? If not, it's で". Please use で when none of the rules for に check out, it always turns out to be right.
