1. Keep sign boards so people can’t throw dust.
2. Keep cement chairs near to the river so people can come and seat.
3. Color the bridge and apply nets to it.
4. Instead of you cleaning the place with your hands or labour. Apply jcb to clean the area rapidly.

This is a cultural issue. You can't change culture that easily. Even educated Indians are like this.
In some places there are already signs urging people not to throw anything in the river. Moreover, there are places that have nets and people cut the net to through stuff. As another commenter pointed it out, "We need a culture change." People throw hair, clothes, religious stuff, and what not. The temple needs to show people how to discard of religious stuff in a manner that won't harm the environment. Cleaniless should also be a pillar of godliness. Another solution could be discarding of religious stuff by giving it to temples and they can then send these to some plant for ethical and proper disposal.

The govt should place cameras in places like this. People are throwing garbage from their vehicle. Only way to deter them is to give massive fines. Even placing a fake sign and camera with a notice that you are on camera and the fine is 10,000 Rs. will deter some people.
