I don't buy that, purely because he would have wanted her to walk in his Triumph. Being able to parade her, utterly defeated through the streets of Rome would have completed his perfect story of vanquishing the evil foreign Queen before having her ritually strangled at the end. Cleopatra knew what was coming, given that she sent Arsinoe to that fate (albeit she was spared at the time by the whims of the crowd). For Cleopatra, taking that from Octavian was the one last act of spite she could inflict upon him.
