You need to learn it just look at the video and see what fishes you need for it and even if you don’t have it unlocked just putting those 4 fishes in the stove will auto learn it

Better wait for special holiday event, there is higher chance for tactical backpack to be in f2p rewards pool. The free special elite force pack (from seasons if not mistaken) also render chance to give tactical backpack. I got one once from it. Also saw one in the purple rewards (extremely valuable cargo) in the supply event few days ago.
@darksmile6170 if you mean fish food buff then you have to make a kitchen table then look for the full recipe on google or on discord, recipe for buff TF dog is: catfish, carp, pike, sturgeon

Farm gives you one (the most common breed) every visit. Husky have chance to spawn at air drop and snowy zone. The rest need real money.
