I'm assuming, forgive me, with no or very little down force the car us balanced/neutral means, to me it means the alignment parts, and the suspension is correct, which should be the end result on the ability to control the car. Very well done.
Well you can make the car very oversteered or understeered with just the suspension setup/mechanical grip. Combine that with a front or rear bias aero setup you might get to a balance point but that will change as the speed changes and the aero gets higher or lower. This should be used to your advantage or you can make them both balanced and have it balanced everywhere. Some tracks need more rear end grip in the high speed corners but less in the slow corners so then you could balance it with the aero balance as well.
