Can't really use the post filters because it will affect the whole scene not only the light so it's only for this kind of effect but not for example if you want to make interior or animation!

Is there any way to use an opacity texture on top of this mesh light? I know there is a vray light material but that is self illumination and I can not exclude objects from it.

It is not up to 3ds max version, it is an integrated option in Vray 5 frame buffer, I think it is available in Vray Next also but the Vrya 5 is so far the best version of Vray so far

Needs to be a standalone mesh object. You’d use a self illuminated material in your scenario
