Northumberland has the hills and potential to rebuild like Aberdeenshire, but England doesn't embrace outdoor sports in rural areas the way Scotland does, whether that's at a government, council, public or resident level, townies coming into the countryside are still seen as a nuisance rather than a potential to support and grow a sustainable tourism industry.
I do agree with you to an extent - but we produced the film and our studio is based in Rothbury. We all ride, and the mtb scene, while a bit disparate, is well supported locally but perhaps not by those who hold the keys to land usage. It is changing, albeit slowly.
FLS has a totally different approach to access from volunteers than FE though. As far as I'm aware no volunteers were allowed access to any areas (offially) from FE to assist in clearance of trails in the worst hit areas, like ATA were. And as most don't generate any income, it seems there has been little incentive to clear the windfall at most location's

Some choices for leaving windfall are for environmental and ecological reasons but on the whole, it is hard for FE to justify doing things that don’t bring in money unless they are legally obliged to. I think this goes far deeper than local staff on the ground though and you’d need to look at the lack of funding from central Gov, low staffing levels and sadly, as you allude too, organisational culture towards recreation.
