It’s John Henry Irons! In the comics, in the Death of Superman/Reign of the Supermen, he creates a suit of armor that resembles Superman to step up and fill the role while he is dead. He continues on as the hero Steel.
Denny O'Neal, who was editor on Batman comics for many years, expanded on that idea, explaining that, figuratively, "Batman's Gotham City is Manhattan below 14th Street at eleven minutes past midnight on the coldest night in November, and Metropolis is Manhattan between 14th and 110th Streets on the brightest, sunniest July day of the year". Gotham, of course, is also an old nickname for New York (first used by Washington Irving, writer of The Legend of Sleepy Hollow, in 1807), which came from the name of a village outside Nottingham in the UK (though pronounced 'goat-am'), by way of a story "The Wise Men of Gotham", where the residents of Gotham feigned madness so that the King wouldn't build a royal highway through their town.
Great Alan Moore quote "The Superman myth is a story about greatness and wish fulfillment. All superhero legends are based on this concept. Superman is the sun that all others revolve around. The story is a representation of an alien being who comes to Earth and just so happens to blend in among humans while using his unique abilities, not to rise above us, but to help us. He cannot be a god because gods are dictators who set rules for others to follow. Superman sets rules for himself and uses those rules for our benefit. The myth was perfected from the 1950's through roughly the 1970's under the pencil of a severe talent, Curt Swan. If America has a legend comparable to the ageless myths of antiquity, there's is Superman."
I always love Superman for that. He is THE empathic power fantasy. He's the person that can save everyone from a burning building, stop a bankheist and still have time to catch up with a friend that's going through tough times. It's his empathy and morals that make him iconic, not necessarily his powers. He tries to do right by everyone and takes responsibility when he cannot. Some of my favorite Superman moments are in this series, but some other great moments are in the comics when Superman saves a young boy from his abusive father, or when he encounters a suicidal person: he takes the time to be there for them, to listen and to help them but he respects their boundaries. It takes less than a second for him to get those people from the building and move on, but in one case he just waits there for a full day until this person is ready to talk. He truely is this mythical ideal of lawful good.

When Superman died in The Death of Superman comic, there were 4 people who claimed to be Superman - The first one is Superboy, who called himself Metropolis Kid, the other one is an android called The Eradicator, then there was Hank Crenshaw, a.k.a. Cyborg Superman, him and his astronaut team had the same backstory as Marvel's Fantastic Four, except their fate were more tragic. And then, there was Steel. There is a 90's live action movie of Steel, starring Shaquille O'Neal in the title role! And yes, it sucks! =P

Lex luthor believe that human should not append theirselves on aliens or superhero beings. Even though he was using alien tech and Lex knows there are some things that humans can't handle like magic and gods. It's usually in the bad timelines Lex learned humans can't fight gods or super powerful aliens. Therefore we need special powerful beings to fight what the average normal person cannot destroy.
John Henry Irons is the person you are referring to. Steel is his super hero name actually inspired by a real person. Johnny Cash wrote a song about him. The legend of John Henry you would love it.
Metropolis and Gotham are sister cities in many canons, so the comparison to being boroughs in NYC is accurate, though they're placed somewhere in delaware instead of New York.
pre-Crisis they were on opposite sides of Delaware Bay near the mouth of the Delaware River, Metropolis in Delaware and Gotham in New Jersey. I don't know if that's still the case.

I'm going to be completely honest I hate the "Superman is Jesus" crap with a burning passion if anything I lean more towards Superman being a moses allegory there are things out there you can read to better explain it I hope you see this comment and read those things to better see where I'm coming from.
The irony is our Soldiers who we send out to kill the citizens of other countries, have better training, have more rules, and actually get in trouble for breaking the rules. While the police, who have the legal authority to kill our own country's citizens, their training is a joke. And they can get away with almost anything.
