I'm middle management and keep the conversations as honest and transparent as work will allow me. I show them their performance compared to their peers and basically say if you want A+ money heres how you become an A+ employee. You can be a C+ worker, but when evaluations come don't be upset if wages remain stagnant.

Also need to pay A+ to the A+ employee. It doesn't always happen. They later become complacent.

One way to avoid complacency at a company is stop giving work evaluations as 'meets expectations' to every employee whether they are the A+ rock star or the C- average worker. This will create a socialist work force, where the A+ rock stars will quickly realize that hard work is not rewarded and either leave for a better job, or just become the C- average worker.
