Just watching this now, this review is actually so very useful! And now that I've watched your sims 1 reviews and seen just how much there used to come with just one pack, I can't stop thinking that this, Nifty Knitting, Eco Lifestyle, Horse Ranch and Cats and Dogs should've all been just one pack, even thematically they're similar and their aesthetics can be so adjacent to each other. They all share the same "tight-knit community and good relationship with nature" and DYI projects themes
I think that the from the Dev side, the issue they'd have with the hats is that, unlike modders, they HAVE to make a clothing items that don't clip or conflict with each other. And that means that every single item HAS to work with every other single item. It's a nightmare, people often don't even realize. In the case of hats, matching with hairs is extremely tricky. I don't know if you're familiar with modding, but whenever you make a hair style, you have to make meshes for each type of hair style cut. I don't remember exactly where we are at the moment, but I believe there are four types of hair cuts. By cut, I mean, mesh cut, not hair cut. The hairs meshes are cut in a different place, depending on the hat type that sim is using. Those hats are very different from the cuts they currently have. In fact, the hats are different from each other, and would demand two different mesh cuts. We'd end up with a total of 6 hat types/mesh cuts, just to have those two hats. And then you'd have to make sure every hair, on every pack, now also had meshes for those two new hat types. Needless to say, "that ain't happening", said the product manager, probably. So in order to make those hats, they had to compromise somewhere, and what we got is the result of that compromise. They could have provided the hairs without the hats though. But not the hats without the hairs.
As charming as I found the llama, chickens, and animations with the cow, I wish they had finished the job. The red phone boxes should have been useable, the shops in the village should be available to buy clothes, flowers, and groceries instead of having stalls in the streets every new neighbourhood we get.
I think it would've been interesting if they'd gone for an eastern european/balkan theme for the world. I don't think they've done that yet, when we've had several types of america.
