Many of your questions are worded in such a way that either a specific or general article would be correct. Also, a vowel sound is not a determining factor in an article selection. So:
Question 1: The sentence makes no reference to a general or specific eagle, so either B or C could be correct.
Question 4: B or C could be correct. This one is a bit trickery, since although the article "the" usually refers to a specific noun, it can also refer to a general or non-specfic class of nouns, example: "The whale is the largest mammal." So here, B or C could be correct.
Question 6: B or C, since the question as written could be either a general or specific noun.
Question 7: Yes, only one cat ran across the street, but it could have been just any cat, or a specific cat. So A or C is correct.
