      Yes, around here you would not need a permit for reinforcing a basement and there are no building codes or inspections. That's the way it should be, if I want to build a crappy house and it falls down there is no one to blame but myself.

      No I am not a contractor. I agree that if you are working on someone else's house your work should meet certain standards. When that house was built, it undoubtedly met codes and was inspected. It was obviously built substandard. If that purchaser went into the cellar before he bought it he would have noticed cracks. That amount of destruction did not happen over night.

      Givadanger, you're off topic. The debate isn't about who is responsible for pulling those permits. The debate is about whether the contractor knew that permits were needed to be pulled but ignored that and went through with the work anyway.

      The inspector should lose their license if he inspected this mess. I've done some residential design and red flags should be obvious with the low windows, the racked doors and the cracked floor.

      epistte A complete fool, as would be one who still runs Windows XP on their business or personal computer in 2017. This video was uploaded in 2015; I was easily expecting that computer at 0:56 to be running Windows 7 with plans on the docket to upgrade as soon as humanly possible to Windows 10.

      A home inspection may or may not have called attention to this. At best, you could call out the finished outside wall being out of plumb. Due to the finished basement walls, none of the foundation would have been visible during an inspection. An inspector can only call out things he can see and make recommendations for further evaluation or information from the seller's disclosure statement when something they can't see looks suspect.

      @@robertvisser7945 A "home inspector" isn't responsible for any fucking thing. I have repeatedly seen home inspectors who were incompetent, or criminals in bed with the real estate agents on a deal, who totally screwed buyers. Once you read the contract you sign with a home inspector, it's quite clear that they are responsible for absolutely nothing, seen, unseen, obvious, or not.

      Eh, sometimes that goes sideways. I'm in a similar spot as this guy. I was told no structural issues. I have no clue how my wife and I didn't notice a slope in our floor when we looked at it. I finally measured it, over about a 10 foot area, it slopes a good 2 inches. I have no clue if this things going to collapse or not, frustrating stuff.

    No rebar in the slab,no rebar in the cinder block,and the cinder block is no filled with concrete.Oh and that "Contractor" is a liar .

      In that style of construction, the basement floor is normally poured without mesh or rebar, as it is not a load bearing surface, and the block walls probably followed common practice of the era when constructed, with no 'H' grid rebar in the horizontal mortar joints, and no re-enforced vertical concrete columns in the blocks.

    Sounds as if the house was built on unstable land from the start, unless the drainage somehow shifted after it was built. The previous owner should also be investigated; in most states, a seller can't be held liable for defects of which he was unaware, but if he deliberately covered them up, he might be in trouble.

    Quality Foundation (Repair?) paid $1,500?!? THAT'S IT! One thousand five hundred was ALL QUALITY FOUNDATION REPAIR was required to PAY for FAILING TO HAVE PERMITS or a Contactors Liscense? The place that is ignorant to the fact permits & contractor license are required has an A +RATING from the Better Business Bureau?!?

    They say buyer beware, but the seller should be aware I'd kill them for this.
    Who ever sold it to you knew this was going to happen. And they harmed your family for years to come.

      Their fault for not having a proper inspection done. Inspection my house showed a ton of shit. Chimney needed to be recoated. There were electric wires exposed and not in junction boxes. No exhaust in the main bathroom. Fence was too short for a pool, which was a violation.
      Inspection caught all of it, and when sellers were done fixing everything, it cost them around $10k. Had I not got an inspection done, would been stuck paying and doing all of it myself.

    Sound like the contractor and previous owner struck up a quick off the books deal so they could pass off the crumbling house to some one else. .
    What contractor doesnt know about permits. And why do the work on something he knew. Wouldnt last to begin with. He either knew about the damage to begin with and didnt tell the previous owner. Or the previous owner knew about it and told hom to make it look good enought to sell it .

    Not just needing permits. That includes having an qualified engineer to inspect the foundation of the house to see what needs to be fixed structurally. And an inspector to inspect the house if it passes building codes.

      William Morton Jr. I would hope so! I think it comes down too if they were aware of it or not. It could be tough to prove that they were even with the "repairs" that we're done. This whole situation seems fishy to me.

    I was called in to help stabilize the basement walls in a house where the original owner & builder put the house on the side of a hill and did all the landscaping himself. Unfortunately all the grade sloped towards the house including the patio off the walk in sliding doors. All four walls showed cracks and the north wall had partially shifted three inches. this was a three story house that had a fire place and the chimney extended from the basement all the way to the ridgeline and the chimney had pulled away from the house and at the top of the house it was six inches away. After 90 days we were able to have the house pass inspection and the new owners moved in. The basement had been finished but the water damage & mold forced us to gut the entire basement so it was left out of the project for refinishing. This house had been on the market for $300,000.00 in 1983 but was sold at 90,000.00 because of the damage by the bank that owned.

      An inspector can't report what she can't see. Inspectors can't remove drywall, floor coverings, etc.

    I need an update on this story I wonder was the man able to get out of the mortgage with this home. I don't know about other states but i know in illinois if u buy a home from a regular seller and there was an ongoing problem study as foundation issues and was withheld from the new owners the prior home owner would legally be at fault and in trouble

    Some banks require a home inspection but Nebraska is backwards , and there isn’t no lemon laws on used cars here either.

    Had an acquaintance who bought a house from "Fly By Night" Inc. A few years later, she noticed significant cracks in her walls/floors/etc. She attempted to sue the contractor--long out of business. She went to the county--the guy that issued the permit had been fired years ago. Many of the homeowners in her neighborhood were in the same boat. The entire housing tract had been built on an unsteady rock pile. Finger pointing everywhere.

    The previous owner is guilty of FRAUD. ... The deal should be reversed and the victim should have his mortgage payments added to a TOTAL REFUND.

    I’m curious to know much did he pay for that house? If it sold for under $20k or at a discounted deal it was brought or meant as a fixer upper. He should invest that $80k or take that purchase as a lost and a very valuable and expensive lesson

    Posts and other vertical surfaces, when using a level (the tool), would be checked for plumbness. Horizontal surfaces would be checked for level (the plane).

    If you look you will see the contractor work was outside and a 100 year old house on poorly build on rift raff brick and maybe unstable soil with water erosion caused that

    Unlicensed contractor got off cheap. Here in Florida it’s a $5000 find times two for not being a licensed contractor then times again for not pulling a permit either under the homeowner or as a subcontractor to the homeowner.

    sounds like the current home owner should also go after the former home owner and the asshole who sold the house to him with a lawyer for not disclosing that the house was not safe to live in.

    Just read about another house like this (It's either in England (in Toronto). This couple bought the house and moved in shortly after they got married. It was 1/2 of a duplex. They invested thousands to upgrade their new home. Then came problems, caused by the deterioration of the other 1/2. The other owner was working on his side, but apparently without permits and certainly without anyone who knew what he was doing. They actually destroyed the cement brick wall dividing both basements. Eventually, that affected the whole building. Then some idiot tore down the entire duplex. This caused destruction of the couple's side. They began suing the owner and the contractors caused the whole problem. Eventually, the couple split up. Things were so bad and the male killed himself because he felt so hopeless. The irony is that the missing side of the duplex was reconstructed and sold for well over $500,000. The couple's side sold for $380,000, less than they had bought it for. The lawsuits are still an ongoing headache for the woman.

    And this is why one hires a seasoned building inspector and check city hall for permit history prior to purchasing. I feel sorry for this guy, he probably was not properly educated and had a crappy realtor who just wanted the juicy commission. I would be in court with the realtor, both buying and selling agents, the former owner, the home inspector, if there was one, title company, escrow company and everyone in between, including his homeowners insurance company. Hope he has enough money to tear down and rebuild and hope the bank helps him out.

    tear it down then follow the next one closely everyone in that neighborhood might have to hit up their insurance and constant monitoring would tell someone anyone that and it happens like a jagged rift running through entire towns affecting people on both sides of the cracks

    As a general contractor I can tell you in the first ten seconds of the video the foundation for this house is absolute Garbage. No amount of wall straightening is going to do any good till you fix that.

    I bought a home in smith county ks, it came with the worst nightmare ever it even beats this post, some minor repairs foundation I can fix, and leveling issue I can fix, what I could not fix is robbery, vandalism non stop, corruption from district attorney that stolen my abstract documents, and embezzlement from tg&y and second district attorney alter plea agreements by gun point, sheriff office robbery of assets and cash out of home, attempted murder of a disable veteran in home by a stalker that stolen credit cards an vandalized non stop, sheriff officer threaten to kill disable veteran and plant a gun on my corps, an a so called friend that worked on my pc stolen my debit cards for my company and personnel bank accounts causing major money problems, and also vandalized the home making it non live able ever making it a hazmat home, also destroying a veteran that had a gun to his head to sign plea deal or be shot dead in court house with a corruption of judge and district attorney and sheriff department and treasure department and even victim of crime as well as the attorney general office in KANSAS COVER UP CORRUPTION
    having ebay and paypal receipts that match the theft I found from my own bank accounts and corp account I could not even get justice or even justice for my home destroyed, I was order out of home by the judge and had 30 min to leave county and all assets behind or I be shot and killed by the sheriff department in smith county ks. I had no attorney I let the one I had due to he called the DISABLE AMERICAN VETERAN Group a cult group so I fired him for this so my advice to all veterans stay out of smith county Kansas or you will be target and loose everything that you have or will ever have that what they did to me, I am now a homeless disable veteran with some medical issue I am dealing with like surgery an feet and hand and elbows and might have cancer, but what they did no one should ever be treated like this and I also have tax issue on the stolen credit cards, assets stolen, bank funds they stolen from my company they got into great western bank and they bank and bank commissioner and fdic refused to put on cent back into my accounts or give back to me due to it would cost the bank funds. victim from 2006 to 2019 and it still is going on yet.... I don't know when this nightmare will ever end... and theft of way of life...…...

    It didn't get notice because that house probably got sold by a real estate there 4 the house had probably had went 4 foreclosure they got their own people to resell it so they made it to be sellable with flying colors and obviously once you live in it it becomes has warranteer has you living it like mechanics you get it fix one thing as you use it another problem shows up more money to get out of here

    The contractor lied on air about not knowing that a permit was needed. He's been in business for how many years and never once needed a permit? Not buying it. It's his job as the contractor to check for needed permits and to get them.
