Because it works to intimidate people. Now the victims are facing a crime charge and by using this trick, they hope that people simply walk away without filling a complained / lawsuit. And given the frequency of its use, it must work, else they do not use this tactic.
Going to court to fight a illegal arrest, is expensive, time consuming and depending even on the judge (as some local judges are know to be less, how to say, following the low then just covering for cops/friends).
The whole idea of resisting arrest is idiotic as its a normal human behavior for people to "resist" when somebody tries to manhandle them. The threshold and vagueness is so open, that is why its misused so often. Its the same like "intervening in a investigation", misused often to deal with witnesses that record police interaction. Its so open for interpretation, and easy to misuse.
And it does not help that a lot of cops barely know the laws they are enforcing. They know very rudimentary basics but not actual details. Now combine that with power tripping, ... Immunity, the city pays, unions that protected their members, internal police investigations that cover their own, ... and the practice where a fired cop can be rehired the next state or district over. O you are a racist, women beating, drug using cop, well, no problem, we need somebody like you in our community.

I love how the woman cop just stands there exasperated like she did nothing wrong. while her superior pointed right at her and she knows full well that she had done wrong. What a rotten piece of s**t. She was on body camera footage plotting with her buddy. You have absolutely no right to stand there, exasperated like you didn’t do anything wrong.

It always seems the overweight female officers are the first to lay hands....like they are on a power trip. Then they always want to charge 'resisting' and 'interference'. That's just wrong and I hope this lady gets a huge settlement from these cops. Sooner or later...the laws need to be changed and cops who do things like be held financially responsible for their actions which would make them a lot less aggressive. They know their union will protect them so they can manhandle anyone they want and 'CYA' without repercussions.

AFTER the assault and AFTER the cuffs are off..... he's gaslighting her, intimidating her, taking photos to disprove her claims, still won't allow her to leave by keeping her keys, etc, etc. These are not good people.
