They were given assurances which explicitly are not guarantees. The US and Britain have lived up to their assurances by giving aid including military and intelligence aid and Russia violated their promise of assurances entirely. I've read it was understood by the respective parties at the time this would not include military involvement beyond aid. I think the big problem with taking back the occupied territories from the US perspective is not so much that the Russian military is there, but that the civilians there are overwhelmingly ethnic Russians.
