Why do you need to do things to the steering wheel? Is that necessary? Can you first start off by taking away the AC/heating control unit?

The panels on the sides, around the radio, and around the vents facing the driver/passenger all come off without doing anything to the steering wheel. I am trying to figure out how to get the top of the dash off (if I even can) to clean out the vents by the windshield.

In my corolla 2017 top dash in the middle shakeing when i drive above 100 kmh . Any idea where is the reason? Is any clip in the midle centre of top dash? One year ago i change the radio but i dont think thats the reason.
