Railway stsions , like shopping centres , while being open to the public , are actually private property . That being the case , the property owners are legally allowed to set any rules they wish , and these can include NO PHOTOGRAPHY OR VIDEOGRAPHY without permission . This is the law . The remedy is that anyone challenged can either be asked to stop their activity or can be asked to leave ; if they refuse they can be escorted from the premises and they can be banned from returning - this is all perfectly legal . In general , it is tolerated for private individuals , or train enthusiasts to come in and take pictures of friends , family or things like steam trains . However when people start filming things like security measures or station staff , this will arouse suspicion and will lead to challenges . The content of the video prior to the conversation was exactly that : filming people passing through security barriers , filming further barriers and panning around the station looking for cameras etc , then filming staff . It is no wonder that this activity was challenged . Regardless that the station is open to the public , there is no entitlement to film on private property , and anyone doing so can be asked to stop or to leave .
