There's no such "electronic limiter" as you're saying you Ferrari fan speed depends on gearing and power
SF90 will destroy LaFerrari even on 2 mile drag race
Let alone 1/4 1/2 and 1 mile SF90 beats LaFerrari quite badly
Even McLaren 720s or Senna would beat LaFerrari on 1 mile race
Look at trap speeds of 720s higher than LaFerrari or 918 Spyder
