Sorry for late replying to your comment. Some japanese railway company turn off light when train don't carry passenger. 7:25 train didn't too.
Sorry ^.^' Before I commented, I didn't see that it is 回送-train, as mentioned in the video 7:17. Indeed, interior lighting isn't needed.
