I checked the conversion of 28 cm = 11 inches. So I am at 10.5 inches and wearing a size 9 US only for court vision low. My best suggestion is for you to go to a Nike store and get fitted. But if that’s not possible at the moment for you, I suggest that you go for size 9.5 or 10 US for Court Vision Low.
